First Place Home Ownership Program Evaluation
ParioPlan conducted an evaluation of two pilot projects developed for the City of Edmonton’s First Place Home Ownership Program, which was designed to provide entry-level ownership housing for modest income first-time home buyers on 20 surplus school sites. The methodology included in-depth interviews with nine stakeholder groups including project builders, a mailout and online survey of 84 pilot project home owners, and a housing market analysis. The evaluation concluded that the Program was successful in meeting its objectives and recommended that the City proceed with phased development on the remaining 18 Program sites.
